Gurinder Singh Mandla: Broke school rules

الرسالہ، اگست ۱۹۸۳، صفحہ ۱۲

ایک عبرت ناک ور ق موجود تھا۔ یہ ورق یہاں نقل کرنے کے قابل ہے ۔ مارچ ۱۹۴۰ میں لاہور میں آل انڈیا مسلم لیگ کا اجلاس ہوا جس میں ”پاکستان“ کی تجویز اتفاق رائے سے منظور ہوئی۔ مسٹر جناح اس اجلاس کے صدر تھے ۔ انہوں نے اپنی صدارتی تقریر میں کہا : The problem in India is not of an inter-communal character but manifestly of an international one, and it must be treated as such. So long as this basic and fundamental truth is not realized, any constitution that may be built will result in disaster and will prove destructive and harmful not only to the Musalmans but to the British and Hindus also. If the British government are really in earnest and sincere to secure peace and happiness of the people of this sub-continent, the only course opened to us all is to allow the major nations separate homelands by dividing India into 'autonomous national states.' There is no reason why these states should be ant- agonistic to each other. On the other hand, the rivalry and the natural desire and efforts on the part of one to dominate the social order and establish political supremacy over the other in the govern- ment of the country will disappear. It will lead more towards natural goodwill by international pacts between them, and they can live in complete harmony with their neighbours. This will lead to further a friendly settlement all the more easily with regard to minorities by reciprocal arrangments and adjustments between Muslim India and Hindu India, which will far more adequately and effectively safeguard the rights and interests of Muslims and various other minorities "ہندوستان کا مسئلہ دو فرقوں کا مسئلہ نہیں بلکہ دو قوموں کا مسئلہ ہے، اور اس کو اسی طرح حل کیا جانا چاہئے۔ اس بنیادی حقیقت کو جب تک تسلیم نہیں کیا جائے گا، اس وقت تک جو دستور بھی بنایا جائے گا وہ تباہ کن ہوگا ۔ وہ نہ صرف مسلمانوں کے لئے نقصان کا باعث ہوگا بلکہ برطانیہ اور ہندوؤں کے لئے بھی ۔ برطانی حکومت اگر فی الواقع اس برصغیر کے لوگوں کو امن اور خوشی دینا چاہتی ہے تو ہم سب کے لئے ایک ہی کھلا ہوا راستہ ہے اور وہ یہ ہے کہ ہم ملک کو آزاد قومی ریاستوں میں تقسیم کر کے ہر ایک کو علیحدہ وطن دیدیں۔ اس کی کوئی وجہ نہیں کہ یہ ریاستیں کیوں ایک دوسرے کی مخاصم ہو جائیں گی۔ اس کے بجائے یہ ہوگا کہ اس کے بعد باہمی رقابت اور ایک دوسرے کے اجتماعی نظام پر غلبہ حاصل کرنے کا جذبہ اور ایک دوسرے پر سیاسی برتری حاصل کی خواہش ختم ہو جائے گی ۔ اس طرح کی تقسیم ان کے درمیان مزید بین الاقوامی معاہدات کے ذریعہ باہم اچھے تعلقات کا سبب ہوگی ۔ اور وہ کامل ہم آہنگی سے اپنے پڑوسیوں کے ساتھ رہیں گی۔ اس کے بعد زیادہ آسانی کے ساتھ یہ ممکن ہو جائے گا کہ اقلیتوں کے بارہ میں دو طرفہ بنیاد پر دوستانہ معاملہ کیا جا سکے اور مسلم انڈیا اور ہند و انڈیا کے درمیان بہتر تعلقات قائم
